Underwriting
Negotiated Syndicate – In negotiated sales, municipal bonds are issued under an exclusive agreement with the underwriter through a proposal process. These new issues are brought to the market by the underwriter only.
Competitive Syndicate – In competitive sales, municipal bonds are issued to a syndicate through a competitive bidding process. The securities are awarded to the lowest bidder (lowest expense to the issuer).
